Wail Al Jamali

Acting CEO

Wail Al Jamali is the Acting Chief Executive Officer at OTI, appointed in July 2018. Prior to that he was Chief Operating Officer, responsible for OTI’s trading and front office activities. He holds a Master’s Degree (MEng) in Chemical Engineering from Imperial College London and has amassed 15 years’ experience in the Oil and Gas sector. Upon completing his studies, Mr Al Jamali joined Schlumberger in Abu Dhabi as a Field Engineer where he was responsible for logging the wellbore during drilling operations. In 2004, he joined Sohar Refinery during its construction phase which included on-the-job training at the Korean refiner, GS Caltex. This preparation resulted in him gaining an active role in plant commissioning activities. He soon became Senior Process Engineer responsible for the Crude Distillation Unit operations as well as training and mentoring a group of young Omani field and control panel operators.

Mr Al Jamali joined OTI in 2007, working initially as a crude and products operator before moving on to a trading role and then as Head of Products Trading. During his tenure, he has overseen the Products Matrix development across all disciplines including the relevant commercial support functions. In 2010, he spent the year with Oman Oil Company’s “Program Apple” team that oversaw the mergers to create Orpic as well as place OTI as its sole international trading arm; handling its refined products imports and exports. He became responsible for the Group’s oil trading in 2016 and was mandated with expanding the crude desk beyond its core activities.

Sam Naylor


Sam Naylor is the Chief Financial Officer at OTI, responsible for the leadership of the middle and back office functions that support the marketing and trading activities of the OTI Group. He is a UK ACA qualified chartered accountant having completed his chartered accountancy qualification with Deloitte in London, UK and also holds a BSc in Economics from the University of Nottingham.

Mr Naylor has nearly 15 years of experience working with trading companies as an auditor, consultant and within the industry in finance related roles. He started his professional career with Deloitte’s Banking & Securities group in London. During this time he worked with a number of high profile commodity and energy traders, derivative exchanges, financial institutions and multinational corporates. After moving to Gazprom Marketing & Trading in 2010, Mr Naylor was quickly promoted into a Global Finance leadership role. He joined OTI as the Group Financial Controller in January 2014 and was appointed as Chief Financial Officer in February 2015 – being responsible for the trade finance, risk management, accounting, reporting, taxation and corporate treasury for OTI. He is also a director of Hass Petroleum, an East Africa based oil marketing business and OTI investee company.

Said Al Maawali

Managing Director, OTI Muscat and Vice President, LNG & Business Development

Said Al Maawali is the Managing Director of OTI’s Muscat office, as well as VP of LNG & Business Development – leading teams of traders in Dubai, Muscat, and Singapore for trading and marketing of various energy commodities (LNG and dry bulk). His career in engineering, marketing and trading spans almost two decades, including initiating and executing Oman’s first CDM project under the Kyoto protocol framework. He is also an active member of the International Trading Committee of the Gulf Petrochemicals and Chemicals Association (GPCA).

Mr Al Maawali graduated as a Construction Engineer from Iowa State University in May 1997, following which he joined Oman LNG, where his responsibilities varied from Purchasing Engineer in the procurement department (responsible for material procurement, supply chain, inventory and warehouse management) to LNG Marketing Negotiator within the marketing department. In 2005, he moved to Oman Oil Company as Assistant Trading Manager, whereupon he assisted in developing a trading arm to trade crude and refined products as well as aiding the negotiation of products off-take agreements with Oman Refineries and Petrochemical Company. Mr Al Maawali has been with OTI since its inception in 2006.

Dylan Goh

Managing Director, OTI Singapore and Head of Petrochemicals

Dylan Goh is a veteran Petrochemical trader who joined OTI in 2009. He is the Managing Director of OTI Singapore as well as head of the Petrochemical business. He received his B.A. with Honours from the National University of Singapore in 1996 and started his working life at International Enterprise Singapore (IE Singapore), a statutory board of the Ministry of Trade and Industry. Mr Goh embarked on his career in the Oil and Petrochemical sector after leaving IE Singapore in 1999 – a career which is now almost two decades old and during which he has held several key commercial and trading positions in industry-leading companies such as Shell, BASF and Chevron, both in Singapore and overseas.

Louis Linthorst

Managing Director, OTI Europe BV (Rotterdam)

Louis Linthorst joined OTI in July 2014 and is the Managing Director of OTI’s European office in Rotterdam. He holds a Master’s Degree in Economics from the Erasmus University in Rotterdam and has over 20 years of experience working in the Oil industry.
